Obstructing traffic. Many years ago 2 clowns decided to drive alongside each other @ the 55 speed limit. Didn't take long to create a huge traffic jam, earning them an obstruction ticket for the stunt.

I remember getting into Texas 20 or so years ago with the posted speed limit at whatever it was 60, 65...don't remember, what impressed me was the other sign. MINIMUM SPEED 45 ON ALL TEXAS HIGHWAYS. I was driving in Italy on the Autostrada (the Italian equivalent of Germany's 'Autobahn') a dozen or so years ago. two lanes in each direction, right lane for driving, left lane for passing-PERIOD, never ever hang in the left lane. The right lane is going about 135~150 kph (80~90 mph), the left was well over 160 kph (100mph!) They didn't need cops to tell anyone they were going too slow, if you were in the way you'd see & hear headlights, horns, scowls, and a finger....guess who spent too long in the left lane?

Texas in the mid 70's was fun.
On the back roads the pull off was fully paved. Asphalt topped with loose tiny rocks, but paved. Common practice was if a faster moving car came up behind you, you could maintain your speed and pull over. Which most people did. And yes, Texas like N.C. did have a min speed posted. And yes, there was also a sign posted about walking alongside the highway and for slower traffic to keep right. But all the locals knew the slower traffic sign included speeder's so you had to move right to allowed them to pass.
A for CB'ers, just put out a smoky call and ask the UN-offical speed limit for the day. Most times he would come back and simple tell you which exit/mile marker to wave your hand at so he would let you be. And how much over the posted limit you could push it.
As for today's drivers. Many like the far left hand lane because the ride is smoother. Some will stay there doing the speed limit. Ok, I may not like this action, but I understand it. What gets me are the ones going over the speed limit by 5 to 15 MPH and have no understanding of being polite and moving over for faster traffic.
Some of this does go back before the interstates, some does not.
