in 1695 England imposed a Windows Tax, causing windows to be bricked up to reduce Taxes. People tend not to behave in ways politicians expect when Taxes are raised! en.wikipedia.org/wiki/Window_tax

I seem to recall back in the mid 70's in Germany homes were taxed by the room. So many homes were built with no inside walls. So Furniture in many cases were built "wall" size to dived the rooms.
